New Local Law 31 Requires Home Improvement Contractors to Submit EPA RRP Certificate
Local law 31 of 2020 requires home improvement contractors and renewal applicants engaged in the renovation, repair, or other disturbances of lead-based paint in a residential property to submit a copy of their united states environmental protection agency (EPA) Renovation, Repair, and Painting (RRP) program certificate.
Beginning August 9, 2020, HIC license and renewal applicants must provide one of the following:
- A copy of their EPA RRP Program Certificate
OR
- A signed affirmation on a form provided by the DCA that such EPA certification is not required for any home improvement work performed by the applicant.

How to obtain an EPA RRP Lead Renovator Certification NYC
To obtain an EPA RRP certificate, you must complete an 8-hour Lead renovator training course which covers how to use lead-safe work practices when working with surfaces containing lead-based paint.
